My necro spent a great deal of time soloing Milea over in East Karana. She was kind of tough to solo at 15th, a breeze at 16th as long as I could keep her feared. She ranges anywhere from 15th-17th in level and packs a pretty mean punch. The loot is crappy, but if you are looking for a safe static soloing spot, it doesn't get much better than this. Her respawn time is 6 minutes.

Be forewarned that you seriously ***** your faction with several groups by killing her, so keep that in mind. She always drops a rusty broad sword and a no drop cloth veil (which is what I'm guessing the Cleric guildmaster is looking for). She can drop anywhere from 1 copper to upwards of 8-9 gold. Very rarely a word or a rune, but don't count on those.
