This task begins with Ironskull in Icefall Glacier at location +1755, -1300 (inside the Coldeye outpost).
You must have at least dubious faction with Coldeye to get this task. You say, 'Hail, Ironskull' Ironskull says 'Hail _____. What you want from Ironskull? You [fight kobolds]? You say, 'I fight kobolds' Ironskull says 'Stupid kobolds! They use orc skulls to drink from! Orc not want skull as cup, make spirit sad. You [want] make kobolds sad and orc [spirit] happy? You say, 'I want to make them sad' Ironskull says 'Good, you want what me want.' You have been assigned the task 'Skullcups'. Ironskull wants to put a stop to the kobold's practice of drinking from the skulls of fallen orcs. He would like you to recover the skulls and take vengeance on the kobolds found with them. Kill 15 Nightmoon kobolds 0/15 Icefall Glacier The Nightmoon Kobolds can be found in the NW part of Icefall Glacier near the wizard spires (LOC: +2240, +1060 approx) Though inside the caves would require a group, there are plenty of single pulls near the entrance of their caves. Loot 4 Orcskull Cup 0/4 Icefall Glacier The drop rate on these varies... Deliver 4 Orcskull Cups to Ironskull 0/1 Icefall Glacier Return to Ironskull and give him the 4 skullcups. At least the parts are trade-able, although they don't stack. After you have farmed the parts, you might be able to convince some poor sap to hand them in.
try sneak?
This charm is utterly, utterly useless. You can count the number of kobolds that are within 10 levels of 65 on one hand, and three of them only show up 1 month a year, and are probably immune to such effects.
Unless I'm missing something, and there are thousands of kobolds that aren't named "kobold" floating around in the game, for an Icefall quest involving the deaths of 300-ish level 66+ mobs (need faction first), this item is crap.

I wanted to disagree with you. I thought, 'Well, it might be a fun little toy to dink around with in the Warrens or something.' But, as it turns out, you are right.
It's the 15 minute recast timer that gets me. I did the quest, got the ring, and on my way to the Warrens decided to try it out on a kobold runt in paineel. It cast, lvl 1 kobold immediately broke charm and ran up to me to try and hit me. Now i'm supposed to wait 15 more minutes just to charm a mob for less than a second? silly.
All well. I guess the quest was kind of fun. I got some AA's out of it. And I used sneak to get the quest and do the turn-ins, so I really only had to kill about 20 kobolds to get the four cups. Not so bad, really. Wish the reuse timer was a lot lower, though.

I was kos - invised in - hit sneak - hailed him

Oddly enough, you do not get any postive Coldeye faction with this quest. This seems to be true with the rest of the quests as well.
To make matters worse, an elder driftwolf will occasionally park his murderous *** INSIDE the orc fort and lie in wait. Buyer beware.
