This solo task begins with Petula Bloodwave in the Barren Coast at approximate location -190, -45.
You say, 'Hail, Petula Bloodwave' Petula Bloodwave says 'Ahoy there. If yer lookin' to get to the Hook, head on up the dock there and wait for the next ship. If yer lookin' for some sort of specific information, you'd best talk to [Whent] or that scallywag [Shental], that is unless you're [looking for some work]. That I can provide.' You say, 'I am looking for some work' Petula Bloodwave says 'Well then, here's what I have.' You are offered four tasks, one of which is 'Parley This!'. You have been assigned the task 'Parley This!'. Petula Bloodwave has offered to reward you if you bring her the scarves of some of the pirates that have been hiding out in the north. Your faction standing with Blacksail Smugglers has been adjusted by 5.
Been doing this faction quest for a while. Good exp solo as 65 druid in just killing the mobs. Drop rate seems to be also the same as the ticket drop rate. (1 in 4)
Some mobs will drop both a ticket and a sash. SMILE
I doubt most classes at level 65 can single pull the mobs and then solo the mobs. Mobs often hit for about 500.
At 65 with full Vet AA I can in two evenings of 30 minutes each, on average, turn in one set of 5 tickets - one set of 5 sashes - and if lucky with a little more time gather 10 snake poisen glands for faction turn ins.
Also note one wandering Pirate mob every 5 or 10 minutes that climbs over the wooden wall and goes swimining near the shore (into the water) near where a shark may move to (Hammer head). Never saw both at the same time so maybe a trigger?
Alwasy pull with some form of Harmony or expect 3 - 5 mobs on you. Druid Exidus or similar is useful to escape.

This task is repeatable. My cleric just completed turning in his sashes for the faction and reward. After saying "looking for some work" to Petula, she offered Parley This again, which I was able to accept.

Fairly simple and straight forward. Head to the pirate cave in north and kill blacksails till you get 5. Then you return the 5 to Petula. Both a blacksail swabbie and a blacksail pirate drop them.
Step 2 as follows:
Deliver 5 Pirate's Sash to Petula Bloodwave.
