This item isn't as great as you seem to think it is. Getting to 200int is fairly trivial, especially at the level you need to be to have any shot at doing this quest, though a bit tougher for Humans and Iksar. The neck slot is one of the slots that you can easily give up +int for either a big HP or Mana boost, in this case the 65HP/65Mana necklace.
If this item was for another pure caster class, it might be a bit better (though still not as great as you think it is), but no necro in his/her right mind is going to give up 65HP/65Mana for +10int/25mana at a level where he/she is probably already at or around 200int anyway.

Got the Obsidian Amulet off of spirocs on Isle 5....haven't seen the pulsating ruby yet.
