I did this on a bard before they added these to get rid of some scales. I was surprised to see the update on that character early this morning for the achievement. Some recent stuff apparently will show a task update if it was done before these achievements were added.

Solid post. The faction ups are great... if you are able to do the turn ins.
One change (due to a patch) since your post... you can hand the items in stacked now. This makes the old tedious faction quests where you need to hand in hundreds of something much easier (my drakkin necro did cabilis the slow way...).
I just want to comment, that if you are looking for some nice faction within the city, it might not be a bad idea to buy all the loose scales you come across and hand them in, not unlike rat whiskers for Qeynos or Felwithe.

I tryed tgiving him my scales and he took them but I didn't recieve any money or anything am I supposed to give them to him a certain way? yes I am a noob
Well noobs probably hand him either not enough scales or you handed them to him stacked which only counts as one scale...

I was killing in the pit in Field of Bone, including scaled wolf hunters and stalkers, and those two mobs each drop loose scales. Often two or more at a time. So I collect them and keep turning them in - the exp is negligible, but faction is always good.

Ok. I just turned in 6 stacks of the scales and saw no difference in how much they like me. I am max ally troopers, dubious everyone else, kos necro. The drop rate is indeed 1 in 10, but they are on 20 or 30 second spawn timers. I sat in front of the exterminator and just kept killing the 4 that spawn in front of him. They respawn fast, so went fast enough. Due to the level, I suspect this has as much faction hit as the bone chip quest, as 6 stacks of explorer knives too me to dubious from scowling. I'm going to continue ruining my faction with FV.. much faster to be liked in Cabilis that way.

The kills are quick and easy, but the drops are rare, I'd say less than 1 in 10. On top of it I only got 1% xp at level 3, and only 1 gold, 1 silver, and 1 copper.
You are better off killing skeletons that carry weapons and selling the weapons.
I suppose the quest may hold some value for farming faction, but certainly no good as a newbie money making or xp quest.
