Human mage, was already warmly faction with Legion of Cabalis, but couldn't request the quest. I tried to raise my faction with Scaled Mystics but it maxed at Indifferent. Seems the posts below stating you have to be an Iksar or Troll are correct.
UPDATE: Had a friendly Enchanter cast Illusion: Iksar on me to give it another try. Oddly, my faction remained at Warmly (usually gets bumped up) but this time Hierophant Oxyn talked to me and gave me the Component Mortar so I was able to complete the quest. So the other races can complete this quest as long as they get the Iksar illusion cast on them from an enchanter (Iksar illusion potion did not work for me)

Hierophant Oxyn is located in the Temple of Terror.
You say, 'Hierophant Oxyn' Hierophant Oxyn says 'Greetings, and may the pain of the ancients guide you. You have come to us for guidance, have you not? We are the Hierophants of Cabilis and we guide the young Scale Mystics. All petitioners shall speak with me of [temple tasks].' You say, 'What temple tasks?' Hierophant Oxyn says 'The Temple of Terror requires all young Scaled Mystics to [perform daily tasks.]. Human Druid, my Cabilis factions won't go any further with the Bone Chips quest (Indifferent to Legion of Cabilis, KoS to Scaled Mystics ...) Even with enchanter illusion and enchanter faction buff on me, Hierophant Oxyn talks to me but won't give me the Component Mortar : "You will only obtain that which you seek by assisting the wills of the Scaled Mystics."
Edit: an agnostic human enchanter guilldmate was able to complete the quest, it looks like this is deity related (I'm Tunare).

I'm disappointed I couldn't get the quest but at least I'm not KOS to the Scaled Mystics any more!
You don't need ally to do this quest or start the first quest. My Troll Shaman on TLP was able to complete this quest and do the first cudgel at amiable.

Word is you have to be troll or iksar to do this quest. All other races can not get above indifferent on faction and this stops you from doing the turn in. Oh well, guess will have to be satisfied with tribunal totem in ranged slot a bit longer. Totally blows how far sony and verant pushed the iksar race onto people. Iksar planar armor is over and above all other planar armor and they can quest items like this to push their stats and resist even further above everyone.

If you raise your faction with Legion of Cabilis and Scaled Mystics, you should be able to get this quest.

you can not get above indifferent with legion and scaled mystics as a barbarian or ogre. You have to be ally to scaled mystics to do quest. There is a work around in Velious but not sure how far it will take me in the quest. Tested it on test server to be sure it would let me even start the quest. With indifferent, you can not even start the quest. With ally you can. You have to remember that the iksar illusions are not in game on tlp. Sorry double post. The web site lags due to the malware/spyware adware machine being used for commercial space.

I have maxed my faction with the Scaled Mystics on my Barbarian Shaman, but cannot get this quest. Oxyn answers my questions, but does not give the container. Also, Zand will not give the Penance quest. I even rolled an Iksar Shaman, but he does not answer to any phrase about a lost cudgel.....

ok, i just made a new iksar shammy, and i have the dtuff for the quest, but i cant find this guy anywhere, can anyone tell me the loc, or where to find him? i looked all over the shammy/sk/BL guild
Normally he is right where are the spell merchants and the guild master is, just on the left side of the guild master(mirroring Zand's position). However I haven't seen him on Vazaelle for several days at this point. It might be that some part of the newest cudgel quest is broken and they removed him for a bit. Just banked my outcast skulls for now.

When I gave the bowl to Oxyn he said it was worthless and destroyed it... What did i do wrong.. I had 4 things in the bag.. Should i have separated the mosquito wings and put one in each slot?? Also, do you need to combine the bag??

Yes, separate the wings and yes, combine the bag. This rule applies to every quest in the game, I think. Always place 1 item in each slot and always combine if the quest container allows.

As a 51 lvl ranger - I will tell u a secret all foragers know - as long as u are in the proper zone, it doesn't matter WHERE u stand or by what when u forage, u have the same chance no matter what. It is completely random, so don't waster your time moving around for nothing heh

well i was a lvl 5 at the time and i just wanted to say that the mud crabs look like fishing grubs, or edible goo. when i foraged them i thought DANGIT stupid fishing grubs, but then looked at them before deleting them. just wanted you to know what to look for. and BTW it took me 4 attempts and i was standing on the grass at the end of the buildings. good luck people and hope you catch crabs.
A little hint that might help some is, if you forage fishing grubs, you will get the message, "You have scrounged up some fishing grubs". If you get a grub-looking item that isn't a fishing grub, you will get the message "You have scrounged up some food". There's several things with that same graphic, esp. in the Ykesha zones

I'm a level 5 and it took me about 6 forages to pick up the mudcrabs. I was standing right outside Cabilis ruins where all the sabertooth kittens are.

im not sure if their are any uses for the cursed waffers, but, it will get you on your way to scaled mystics armory(the furscales in the crumbling building by bridge) go to sheliez and say "oxyn sent me" she will then give details of the quest and needed items(you can do any one or all, uo to you)

I don't even have any forage skill but I have on several occasions picked up mud crabs inside the windmill when I was hanging out there medding.

THis things are annoying to forage for, You don't have to be anywhere near the shore of the lake to forage for them. I foraged my right by the Cabalis zone, as did this lvl 1 i was helping the only problem is that he ate them. I've foraged for an hour or two before this and an our after he ate them.

I have tried everywhere in this sorry zone that I could get to @ my meager level (5) and I got diddly crabs for THREE HOURS of gameplay over two days. Show me the merchant!

After having played a high level ranger, druid and now a low level iksar, I can tell you...
Specially foraged items aren't more plentiful depending on location. Standing in the middle of the river, on the banks, in the fortress or on top of the windmill all have exactly the same chance at foraging a special item.
Location has absolutely nothing to do with what pops up when you forage, provided that you're actually in the zone where the item is found.

The weapon you get from the skull quest is.... well... crappy. It has one less delay then the one you get for turning in the note. But, some of the weapons for the later skull quests are good, and you need each weapon to do the next quest. Thats the only reason I would ever do this quest.

First thing I foraged was mud-crabs. Course I did not know what they are, and since they are food I chowed down on them, only to be told "you eat the mud-crabs"
