This mob pops up just long enough to say his line and despawn during the SoulFire questline after handing Groflah Steadirt the tattered flier. I was able to spawn him back to back a few times.

He doesn't stick around long enough to even see him if you aren't looking for him or in a third person view. If you don't immediately attack him like above, you'll see the following and he will despawn within a few seconds:

He had a cool lid so i thought i beat him down and took the following faction modifications..
Coalition of tradefolk III got worse

he had no loot, not even a copper

I fought him at level 13 or 14 and beat him. Guards didn't even get involved in the fight. All I received was a snake skin.

This guy when attacked runs all around the city and get the whole zone on you (even the banker) and you die.

I don't know. What I do know is that if you ask Rashinda Elore (upstairs in the Office of the People) "Have you heard of Zimel's Blades?" that Laken despawns from in front of the Temple of Marr and respawns in front of the Office of the People whereupon he enters the building, goes upstairs to where Rashinda is, pauses a moment, then says "Oh. Pardon me. Wrong room." at which point he turns around, goes outside, and despawns without reappearing in front of the Temple of Marr.

Don't know if this means anything, but right after i turned in flyer for Pally Epic to Derfal, he spawned right behind me, weirded me out. I almost killed him, but hell, I am going to be having bad faction enough with this quest.

so I came here to put this note in, and he despawned while I was writing, maybe 1 minute at most.
