They are inside the 3 part big Inn (not the huts) and they spawn in the southern room. The two merchants in the room do not attack. The PHs stay up for 45 seconds (*Tann Cellus and Rell Ostodl cast buffs and this causes them to take 3 minutes 25 seconds before they despawn). Placeholders will attack you if you're sitting. If you kill the PH, it takes 6 minutes 40 seconds to respawn and the cycle to resume, so don't start doing that :)
When they despawn, a new one pops up very quickly.
Long cycle before we saw Sir Edwin Motte. It was about 40 minutes to an hour before we saw Motte.

He definitely spawns in the Inn at about 3946 -1366 on the Coirnav Server. PH's include Rell Ostodl, Peltin Funter, Jars Legola, Sylp Tyanathin, Jyle Windstorm, and Hogus Dermas

Had 2 necros I was getting Sir Edwin's head for today. Went to the roost in east Freeport and there he was! 1 down. less than 30 minutes later (after killing PH a couple times) got him again!

Just wait in Mountains of Rathe, at NE inn at 3941,1365
Many different npc spawn and despawn very fast at that location (as short as 1mn for most of them, maybe 6mn for Tann Cellus, etc)
Sir Edwin can be one of them (appeared after the 40th respawn I checked, after one hour of survey), catch it quick if you see it.
Use strong dot or snare as your first strike because he runs away super fast.

Thanks took me a bit to realize the waypoint was inside the Inn. Once that was established it was about 20 mins of various and some repeats of named npcs all looking at me dubiously.

Great info, saved me a ton of time. Went to NE inn saw 3 spawns in about a minute, one of them being Mr. Motte. Believe the location is 3941, -1365 though. Thanks again!

So I spent two hours camping roost in E-FP... So i decided I would do 1.5pre-quest and come back to it later. The pre-quest has to run a piece to West Karana... So I decided to go from Qeynos to West karana. As I hit qeynos hills I ran diagonally to West Karana zone and I saw a random guard. While on my mount and flying by I saw the name "Sir." So I decided to turn around and guess who it was? Sir Edwin Motte - Killed 6:23PM 7/9/13 Tunare Server
found him at the freeport bar at 2PM game time
Not the correct cycle, might seem like it because the correct spot is right next to it and automatically despawn and respawn. PHs:

He spawnsed after 4 ph kills in Seafarers Roost. Kill the ph bard holding mandolin. Sir Motte is easy kill for any lvl 50 with a pet. Snare, Dot, Dot, Dot, Dot, DD, Dead. Loot Head. Ph spawns fast and is easy. He cast LOH at bout 50% but didnt stop my Dots.
I did this for people that might not be as savvy with the loc system in eq.

Been killing PHs in Seafare's Roost in East Freeport...
For the past 2.5 hours, nothing so far, been killing these greys (I'm 51, Lenka is green):

When i got up he was up, very easy to unbuffed 51 Necro with no AAs :D
He was by the doorway between me (was in the corner) and another of those weirdos PHs.

I camped in the tavern with the NPC's killed the bard barbarian and ocassionally the Dark Elf they repop rather quickly then a female bard poped he spawned after her death.

Kill him as soon as you see him, he will depop.
Also you can sit at the wall and nothing will argo to you, at least to me at lvl 67.

I have started my necros 1.0... She is lvl 31... Im just gonna get it started for now, kill all the stuff i can and so on,But im in East Freeport atm, toko about 10 minutes to find the spawns, PH's were up,Im Witha 63 1.0'd beast,really good..im just FD on the table and letting him kill so i dont get even more bad faction,To find it go to the docs,follow the right wall until u get past a little building ,then just a lil farther is a building,Moe Wilborn should be standing outside of it, hes a guy that gives missions,a Human..hasa cup in his hand, he sometimes wonders around a bit, but not to long he'll still be there, then Go inside should see 3 merchants, sometimes a lil mroe npc's in there we just killed everything except for the merchants , and Moe Wilborn, i suggest u dont do the same, really messes with your faction, i just kept FD'd ... also i dont know how hard they hit so just kill the PH's that are his =) Have fun
I, too, am beginning my Epic 1.0 - I'm level 38, so it seems that I should be able to complete a good bit of it, and then the planar raids when I'm high enough level for the travel.
I'm in the process of killing Najena, but Motte is on my list for later.

OK ... Finally found the bar/tavern.. do not trak the bard dude, he is not in the tavern anymore.. go to the dock and head eastish.. the roost is over there... u can't miss it if you are headin east .... Killed about 4 ph then he popped 4pm game time..

This guy, who is a bard meerchant is currently outside, not inside near a tavern.. I'm confused and wandering around looking for the tavern, which is not marked on my new map. Pls. Help....thanks
I spent an hour or two waiting for him to spawn killing the PHs. FD on the table on the opposite side of the tavern (Sea farers roost i think it was called) and just let your pet kill the PHs. make sure they don't run away though cuz it seemed like it took longer for the next mob to pop. Also, don't let your pet chase them outside cuz guards will come in and kick your butt if they are near. FDing really is the key cuz you don't take any negative faction (as if it wasn't bad enough to begin with).
So anyway I know that it was after 5am game time that he spawned and might have well been 8am game time as mentioned in earlier posts. I was so excited that he finally spawned that I forgot to check the time. good luck

Well i have just proven this wrong it was 6am i killed the PH waited another didnt spawn untill after 8am and it was the dang dark elf. though the paladin may only spawn during the day i dont know

Fortunately its not that different now with the new expansion. S.E.M. still spawned off the same PH's listed below in East Freeport. Didn't see the Ixmar guy or whatever his name is..but the other two seemed to spawn him quite quickly (20 mins)

well I camped QH between Towers & cross roads for 4 hrs before he spawned . I killed everything i seen which Always responed every 10 min or so but about 10 min before Motte poped i killed a guy ( dont remember his name)First time i had seen him spawn he dropped nothing & dissapeared instantly Low level id say 5 . EQ time was 8a.m. , RT was 9:30 p.m. . Good luck! Hope this helps .

Here is a list of all the place holders that I have seen so far. Special note, as long as you are FD and over the level 49, you can kill the bard and the PH without worry of faction hits or agro. Spawn time is about 6 mins if killed and about 12 mins if you let them despawn and respawn. As of this writing, I have killed 200+ PHs and finally got him to spawn.

Groflah Steadirt - Dwarf
You can find these NPCs spawning at a table, near a brew barrel and a set of stairs. This is the tavern/inn that is above the rogue tunnels at the dock.
Method I used ... just stayed FD and only came up to buff pet and me after every other spawn. Kept bard and PH dead to help with the killing of the Paladin once he spawned. Beware green adds here from the spawn near the bar next to the bard. On a 1 or 2 min timer.
All of this is correct as of the date posted.

As of January 2007, this post is the most informative and valid. I would disregard any other posts or leads. Go to loc -1031, -1177 in East Free Port. Stand outside the Seafarer's Roost. Look into the bar from this loc, the PH spawns directly infront of Palana Willin/Bard PH.
As a level 51 necro., I invised, put my pet on the spawn point (which you are looking at, if you look into the Roost from the above loc), and level 48 necro pet was able to kill all PH's and S.E.M. with one or to hits. I stayed outside, invised, and let pet do the work.

I started my epic and read accounts that all said the Inn by the docks in ef but its not an inn its the tavern,and he is easy to kill

It is the Inn (The Inn with all the named NPC's), and he does in fact have a Place Holder. I believe it's a Dwarf with a name that starts with Go-(?) (Could be mistakened about his race). But his location is the table closest to the stairs to the second floor. He is a level 33 mob that's very easy, of course given you're level 55.
I killed him in about 30 seconds (Due to using my pet and looking at the ceiling for weather stripping and such. =P). He does Lay of Hands, which is why it took such a long time to kill him (30 seconds is long for a level 33).
Also, he doesn't pop every time you kill the Place Holder. So, be patient.
Just thought I'd add a little something.

Read my post under Nicalus Ressinn, also, have some tips, for the encounter i had with him, trying to camp Motte, for necro epic...it's kinda sketchy, but u might learn a few things, and not have the same thing that happened to me....
