He cons red at L60 so he is higher than 61. Possibly same lvl as the guy on other side of throne.

Anyone knows what the Kromzek Warriors Head is for?

The sword you see this guy wielding is 4/20 effect:serpent sight, I forget the name of it. This one and a few others carry this sword and will generally drop an armor piece along with it. They also drop a kromzek warrior head(nodrop).
