I have found him in the cave and directly above the cave walking on the hill in the same pattern as in the cave. Lucky I have a druid to find mobs that are not where they should me :>

Both the "an angry goblin" and "a goblin traitor" spawn in the caverns of what used to be the Burynai Mines, location B (as per eqatlas.com) in Frontier Mts. All (or most) of the goblins where relocated here after the Drogan revamp.
When my sk did the sarnak ring quest, the traitor was in the northern cavern. He does not agro when you kill the other goblins around him.
Btw, he is not always there. I don't know whether its because he despawns or if players kill him. I don't know if one of the other goblins are placeholders or spawnbuddies.

Attacking him while at max ally with Brood of Di'Zok resulted in the following text:
a goblin traitor says 'You stand before Charayan, Crusader of Veeshan. I am the talon that justly strikes down our enemies and shall fulfill our destiny in the trials of blood and vengeance. I sense that the loyalty you bear toward the children of scale is strong but the siren voice that has called you to us is still a whisper upon your mind, and it is a song of curiosity and greed that fuels you yet. Since the dawn of your creation, all of your kind has proven that without tangible reward to do otherwise, your blades would be aimed for our hearts. But do not think we fault you for merely this -- such shallow lusts have become a definition of your kind, and we do not bear you ill will for it. However, the [champions] are not as the others of Veeshan's brood and your past deeds shall [not bear fruitful] in your dealings with us.'
The only info I've found about this guy deals with the Chardok ring quests, and this doesn't seem to be related to them.

The Sarnak allied with the Ring of Scale during the war on the Iksar. Sarnak are part dragon part iksar. So that could be the only relationship. Not sure, though. The sarnak spy, also part of the Chardok quests, has some spam he shouts when attacked as well, also mentioning the Ring of Scale.

Does anyone know if this guy mirrors Brood of DiZok faction reliable with his con?
If you are clearing out the caves in FM to gain Brood of Di`Zok faction, do not kill the goblin traitor, you'll suffer a huge faction hit.
1 traior wipes out more than the faction you gain in a spawn cycle in the caves. So if you kill him 1 time each cycle you might as well go hunting in Chardok....

The Traitor is at approx (-150, 0), in the tunnel heading Southwest from area 5 on the "main" Droga EQAtlas map.
Why is he a traitor? Will he help you if the other gobbies attack you? :)

If you look at the quest he's involved with you can see he secretly works for the sarnak.
