i believe that luclin is like velious in that all races start out more or less neutral... except in sanctus seru (i think that's the city) which has the 'puritans' of luclin. dark elves and probably other evil races are often KOS there.

This guy'z right! non-KOZ every where but that seru*sp place and iksar are also koz in katta.

I think everyone is KoS to certain gaurds im a Wood Elf ranger belierver of tunare, i was attacked by 3 gaurds while others conned indiff. Go figure
