I was a level 2 Troll and I took out like 3 or 4 of these guys coming at the same time, i leveled up real quickly.

i am not sure if these guys are lvl 3-5. i had my magician at lvl 5-6 and they were hard.

I think your talking about the Kobold SENTRIES,
not the scouts. Thats the right level.
Scouts also drop the mining caps, used for the quest for the "Bone Shield."
The shield is a very good shielf for low levels.
But it gets dropped very rarily, I have killed at least 100, none of them dropped em.
It may not be the scouts in Toxx, but the ones in Steamfont.
The ones in Steamfont mjay also be a different level so you may be right.
But that is the right level for the scouts in Tox.
