From olden times, Fippy was one of the most famous and popular NPCs. I will try to get a pic of him.
I took my husband who is a new player (I am a returning one, with living legacy) to Qeynos (SonyEQ, still think that's funny as so many other names) especially to show him the city, but foremost Fippy. We waited for him to spawn. It doesn't really take long and we let him be killed by the guards first and next time we killed him ourselves.
Poor Fippy. Killed forever in a cycle, that's his goal in life and death... Attacking the guards, hoping he will break through. Maybe we should kill the guards to give him a chance, but that would ruin my faction, more Muffin Runs. LOL!

In North Qeynos: Fippy Darkpaw spawns regularly in the newbie area in front of North Qeynos. He shouts a threat to the zone and then charges the Qeynos gate, only to be killed off by the guards outside.
In Brell's Rest: Fippy Darkpaw is a little more difficult. See this quest entry for event and loot information. A chest spawns with loot after completion of this event.
In Overseer:
This card comes as a bonus to the Overseer Starter Bundle in the DB Store under Overseer. Comes with 5 Overseer Agent Packs containing 3 Common Agents.
After you purchase you might have to log out and back in a couple times but it will eventually show in your /claim window as "Overseer Agent Pack" x 1

I sooo love the bouncy boobs... I gotta learn how to do those lil pictures.
