Saw him up on track, killed all the "irmin" tribe of giants (all of them in and out of the fort) and then he respawned as the non-fabled version. Very annoying.
Same here, on Povar, to all 3 of the fabled giants in this zone, which I've done repeatedly for years now without seeing this happen. I thought maybe because my main was wiping out the giants to spawn (make targetable) the Fabled, so I made sure to kill the last few with chars that got xp doing it...and still, fabled despawned, non fabled spawned.

He doesn't have a despawn timer. There was just a bug in 2018 and earlier. How these giants work is that they are untargetable until you kill pretty much all of the giants of the same appearance in the area that they are in; at that point the untargetable one despawns and a targetable one spawns. When the targetable one respawned prior to either 2019 it had a chance to respawn as the normal one even though the untargetable one was the Fabled one. I think that they fixed that either in 2018 or 2019.
Actually, just tried it again. Killed all the Irmin clan giants with the last one left being in his room. He was fabled until I killed the last Irmin trash and then POOF -- turned into the non-fabled. This may be a bug.
Easy kill with modestly geared lvl 85 Shaman, Tier 5 warrior merc, and pet. I pre buffed Shaman, Merc, and pet with Champion and Lassitude (or Listlessness), then Wild Growth on the Merc, Spirit of Panther on Merc and pet (lasts two minutes), and Halcyon Whisper on the Merc and Pet just before engaging the Fabled.
I pulled the Fabled with a resist debuff. I clicked epic 2.0 at the begining of the fight and later Ancestral Aid AA when the epic effect wore off. I Dotted the Fabled with Mojo and Pocus (all the Fableds in this zone appear to be resistant to Poison based spells). During the fight there were about ten tree adds. The tree adds are annoying, but don't do much damage. I cast Grezan's Drowse when it was up and ignored the trees. I just kept healing the Merc and the pet with Halcyon Whisper and Dannal's Mending. I refreshed Spirit of Panther once on the Merc and pet during the fight. The fight lasted about three minutes. Finished the fight with 40% mana left (out of 23 K mana pool).
This fabled fight was considerably easier than the Fabled mobs in Plane of Earth. You must first kill all of the giants in the fort and the ones to the north of the fort by the rocks before The Fabled Neffiken, Lord of the Kelek'Vor will become targetable. I had to kill this guy five times before he dropped the Ring.
The fifth time I killed this guy I stood by the front door during the fight instead of the middle of the room and got no tree adds.
