Actually, McNeal is the subject of 3 quests, and to build faction with him you do the moonstones for a few times, and then do his quests. He wants you to go to Qeynos Hills and find his supplier--Blackburrow stout is illegal in Qeynos due to the coalition of merchants--is another faction. He gives you a note and you go to see Gnasher Furgor(or something like that). He spawns only in early night and can be found usually to the left of the direction stone on the hill. Give him the note and he gives the blackburrow stout to bring back to McNeal(I believe you have to have an open general slot due to it's size). However, these two NPC's are the subject of a quest from Surefall. I believe the man in Surefall is Laresk, he is in the corner with the lovesick dude whose quest I haven't solved. He needs the head of Gnasher and any information concerning who he is suppling. Kill Gnasher, loot his head and a note. Take both to Laresk (hail to make sure you have the right guy and the faction to do it), Give him both and he asks you to take the note to Capt. Tillin(I don't actually know how to spell LOL). Go back to Qeynos and do that... he sends for the Executioner, and then the Executioner goes and kills McNeal. Apparently, doing this does not lose faction with him. LOL I know take McNeal's not to gnasher, get the cask, kill gnasher, return his head and note, return the cask to McNeal and then turn in the note and watch the Executioner kill him. Works quite well LOL. I am a baddddd druid!!!!! LOL

He may be allied to the Circle of Unseen Hands or Steel Warriors. Most likely the Steele Warriors because he's amiable to the goodly type characters I've had in Qeynos (warrior{agnostic}, paladin, ranger) but hates my Shadow Knight even though I've done the gnoll fang/moonstone quest so much that everyone in town is amiable to me ('cept the priests. I'm not gonna have the home front hating me just to have the choir boys smile at me).

After two weeks of faction work in Qeynos/BB, he is still dubious to me. He is not on:
Guards of Qeynos (max ally)
Rogues (max ally)
Corrupt guards (ally)
Merchants of Qeynos (ally)
Monks (warmly)
Priests of life (apprehensive)
Blood saber (indifferent)
Jaggedpine Treefolk (don't know exactly, but I am amiable to treants)

Because he is a merchant, he will have a lower limit of dubious, so could be on any of the factions that I was KoS to, such as Knight of Thunder(just got them to dubious), or even a foreign faction from Freeport or some such.

Can anyone rule out any of the other local factions?

he is on Karana Residents faction, so basically kill karana bandits to raise it.

do the gnoll fang quest and get moonstones then as a monk at 9th you should be able to hand them to him whilst sneaking behind him. you will get BB stout and good faction with him.

He's definitely on the Karana Resident Faction. Just do the moonstone quest with him a bunch and your faction should raise. Anyway, I don't like this corrupt guy, and I wanna kill him. Does anyone know how hard he hits or what he would drop if I did take him out?

This guy currently cons dubious (used to con apprehensive) to Dalii, my level 18 monk on Torvonnilous. It seems that no matter how many times I do the Honey Mead quest with Trumpy, I can't raise faction with him... quite frankly, I'm worried, as this may mean I'm KoS to whatever faction he's on. Come to think of it, I did assist in killing Chanda Miller once, and that could have set this dramatic faction change off.
