Unless there is a different mob with the same name, this is the trigger for High Shaman Gangus, the necessary fight in the quest Dwinn #4: An Orcish Ritual.
The upper level cap appears to be a little off as he conned yellow to our level 80 group.
He spawns next to an altar on the island in the middle of the lake at 7pm game time, surrounded by 2 Bloodmoon Warriors, a Bloodmoon Shaman, and a Bloodmoon Necromancer. They all despawn at 5am game time.

He also dropped my Tranquil HArvest Rk.II but its a rare drop, have yet to see it again
