Yes this npc and the other 3 like it are on crusaders of veeshan faction
If I /con him, I am dubious. If I right click on him, he says those things that dubious vendors say (ruined my lands, bad breath, get lost, etc.). If I sneak, I get a merchant window, and can sell to him (nice for getting rid of loot from the farm which is just to the north). He is not on Ak`Anon Strike Force V faction as I am amiable with them, and still dubious to him. I am also warmly with the Fangbreakers, so don't think he is part of Fangbreakers. The only other major faction in the new expansion that I am aware of at this time is Ladies of the Light, who on very limited knowledge seem to be all high elves, and female. So maybe he is not on LoL faction either. He gives a quest. What faction does the quest Captain Rich describes increase, if it does change faction?
I suspect this guy is on Crusaders of Veeshan Faction. I reach this conclusion by deduction based on web posts, not by any in game direct evidence.
First see my above post, which while based on in game evidence, only rules out two of the seven known spell selling SoF factions (Ladies of Light, Akanon Strike Force V, Fangbreakers, Camp Valor, Bertoxxulous' Chosen, Crusaders of Veeshan, and Rebel Brownies). Tonas has instructed you to take the next step to complete your Amulet. Journey to the prismatic hills and find the Lifewater Pool and the Pool of Ill. You will find a golem at each pool that is composed of the essence of each pool. Destroy the Golem and obtain the essence of each pool and combine it with the crystal. Return to Tonas when you have completed this.
Locate the Pool of Ill 0/1 Dragonscale Hills
Defeat the Golem at the Pool of Ill 0/1 Dragonscale Hills
Locate the Lifewater Pool 0/1 Dragonscale Hills
Defeat the Golem at the Lifewater Pool 0/1 Dragonscale Hills
