I approached Sid Hacke with a level 65 toon and he basically blew me off telling me to come back when I was more experienced. You can simply say "I am willing" and he will still give you the missions regardless that your level wasn't high enough.

Sid Hacke does not give out the task "A Simple Delivery". That is given out by Petula Bloodwave in the Barren Coast.
There is a kos pirate that roams thru the middle of the camp so keep an eye out for him to avoid, or else have a way to eliminate him or clear aggro.
