I can confirm that a version of "Chief Armbreaker" can also spawn in Sverag, Stronghold of Rage. He was a static mob in one of the south-west enclosures/building, while the goblins/orcs were in control of Sverag.

Ran into him on the Northern side of the zone. Con'd red to a level 70, summons and hit for 1222. No other information was gathered.
