With frequent downtime/crashes lately, I was able to catch fabled vaniki up twice, two days in a row, 19h after server-up. Once by the waterfall, once by Zlandi.

Fabled Vaniki spawned 122 hours (rl hrs not game) after 16th of March 2012 patch ,Didnt kill any PHers just let the mobs cycle through on their own
Got The Fabled Vaniki again this year. This time, he was chilling by the Pool in the Waterfall room. Wasnt up at 830pm PST, but was spawned by 1230am PST Monday (Easter Sunday night).
Server patch was at 0400am Saturday-- meaning Vaniki spawned...36-40 hrs? since server up Saturday morning. Last year i believe he spawned within 12 hrs of server reset.

just had a GM reset this zone, still havent seen him pop anywhere after 2 weeks of camping!!! GM also said they been having a problem with him on all servers this fabled season!!!
absolutely wrong info.
this spawn is 100% working correctly on all servers. the devs posted the exact spawn mechanics already (look up normal vaniki on this site)

"He is not broken. He works as described above. While we don't try to throttle items with extreme rarity now, that was the intended method for dealing with him then, and I don't forsee it changing in his case.
With very rare mobs like this, there is a lot of room for assumptions to "appear" correct, especially since no one player is going to record thousands of trials to get a statistically accurate sample. Take Raster of Guk as another example. The theory in my guild was that you could only kill the placeholder if it was night and there were minotaurs up in the pit. When I got here and was able to look it up, it's just that he's a 5% spawn on that table. He has the same 5% spawn chance any time it pops, but that's rare enough for theories to take hold."

Finally got a spawn on the Tribunal today. It's stupid rare, but apparently it's not broken, and belive me I had my doubts. Camped it with a team using track and audio triggers, which was lucky, since mine spawned by Vilefang. I've never gotten so excited about 150hp loot, even when 150 hp was the shiznit.

Down 2 weeks ago on Drinal. She spawned in rat room next to the left waterfall after 5 days of on and off camping. FYI she will not show up on track, at least she did not for me and has no Ph. She will spawn at random in one of the four places on one of the previous posts. If you are not well geared bring a merc healer you will get adds. :) good luck and happy hunting.

I started camping this Rat on Povar when fabled went live. No spawns first couple days, tried everything! Then on server reset think it was March 19th She spawned 12 hours after the patch. she spawned in the big open room with 2 water falls, I was sitting on the ledge where warmaster spawns. I killed nothing and it popped.

I am watching for him on Tunare like a hawk, I have seen all of the other fabled but him :(

I've been working with two other people, and together we've had trackers in the zone since fabled went live. We've seen every fabled mob except Vaniki on the Tribunal. I also spent a ton of time camping this last year with similar results. I guess I'm just a slow learner.
Solo'd just now on Stromm. Was up by the hoarders, not far from Zlandi. Just in the nick of time, too. Barely beat out a rogue to zone who was about to check on him :D
78Pal, semi-selfbuffed at 17k, 3500 at the time. Easy solo, kept up WoT, BoL procs and the occassional HoT. Max hit was 1243, Average was of 286. Yay! Fabled Trophy :P

The Fabled Vaniki spawned this morning on Saryrn at 7:50am in rat city in front of the pool. (picture)
Level 75 beastlord tanked, says that he hit a lot for 369, once for 1100 and max for 1569. He didn't seem to lifetap at all, proc or casted. He did waste his time casting Pyrocuror and Word of Souls.
Our first attempt at duo with just me and Beastlord failed. Beastlord died with Vaniki at 20%, I chain nuked till 11%, then Vaniki gated.
Second attempt fighting him at his spawn point was a success (picture) and got us:

Finally got an upgrade to the normal Willsapper. :)

where is vaniki since the fabled started have yet to see him in either form camped on and off since the 16th

Camped this thing for 10 days on and off... Keeping 5 named spawns killed every 4-6 hour respawn. Mass slaughtering the pool area and keeping the path to Zlandicar pulled. Have yet to see him... Killed 9 Fabled Dominator Yisaki, 12 Fabled Seeker Bulva, 7 Fabled Dustbinder Grakina, and 2 Fabled Vilefang. Oddly I've only seen 1 Fabled Warmaster Utava. I think Fabled Vaniki must be broken on Povar, but GMs won't confirm it. In my opinion don't even waste your time going there.

One thing to note, he just popped outta thin air next to the puddle as if he didnt even have a PH in that spot. I had went AFK and room was full pop and when I got back he was standing there next to the puddle where what I thought was the PH standing next to him. IMO he has no PH and will pop in a random spot near Zland's lair or in the puddle/ladder room and stays up for a certain period of time.......So if you wanna camp him, get comfy -- Its gonna take a bit of patience.
