To find him, go to the Banker area. Don't enter the room with the bankers, but head north in the north-south corridor until it turns west. Follow west until the north door.
Go down the stairs, then east and up a set of stairs, turn south after the stairs and you'll see him and Saney.

He has a key on a necklace. If you say to him 'Saney said money talks' then he says that he wants 25000 gp.
If you give that to him then you get a key mold and with a silver bar you can JC it into a ridged silvery key.
I have no idea where the key is used for.

You can also attack him and kill him for the key I suppose if you dont want to pay him any money. I had a conversation with him and said "give me the key" and he got snippy so I flipped him off and turned on attack. Was surprised when I started to actually hit him tho, hehe.
I didn't actually kill him, but attackin him only aggroed the little midget chick beside him not any of the other crew members or guards, so maybe killing him doesnt give a bad faction hit then, i dunno. Also, he only hit for like a max of 250 dmg.
