hmm. anyone know if this guy is a random mob or does he pop in a certain area of this zone? any info would be useful. i'd like to get this ring.

He's in the undead tower in High Scale Kirn's old room. Not worth the effort to get the ring; might be worth getting the quest piece, but quest unsolved ATM.
