Spawned near the end of the wall that you land on when levitating to get into C1. The far end, not the end that you land on. Was really no more harder than the mobs around him, though he did con dark blue to my 72 Monk and everything else around him is light blue. If you can kill stuff at C1, you can kill this guy.

There is a Fabled Charmer of Fire that spawns in exactly the same spot and I can confirm that he does drop the Fabled Spear of Fire as well.

On the second floor of the 'catwalk' on the western side of the Fort. Take the stairs in the Northwestern most corner up to level two. Is always a Diviner of Fire ph.
