Lokar To`Biath and Lady Shae (the red wine NPCs) were removed due to an exploit and will make their return with the next scheduled update. We are still reviewing the logs to take actions against the most severe offenders of the exploit.
Lady Shae is not on FelGuard faction, at least not any more. She now cons like she's on Emerald Warriors faction. Killing her shows:

'White Wine' will get you faction and experience, but she really needs Red Wine. Giving her 'White Wine' leads to a different quest. Your faction standing with FelGuard got better. You gain experience!! Lady Shae says 'Thank you. Pandos has been telling me to try white wine forever. I mostly only drink red wine. Pardon me for getting off track. Anyway, it is a good thing you showed up. The lady in room two has been receiving mail from a dark elf. You [need the mail for room two]. The innkeeper usually holds it for the guests.'
Give her four 'Red Wine' Lady Shae says 'Thank you.. Oh my! A few more of these and I will be spilling all my secrets.' Lady Shae says 'Thank you.. Oh my! My Froglok Shaman worshiping Mithaniel Marr pretty much picked up Lady Shae. I found it comical. If she's in here room, you bring her White Wine, and she will talk about how her bodyguard told her to try White Wine, and then she'll tell you about the Halfling who has been receiving mail from a Dark Elf.
If she's in the bar downstairs, give her Red Wine x4 and she will tell you about how Antonius Bayle broke her heart. She says she still loves him.
Both quests give +FelGuard faction and experience at any level. Lady Shae herself might be on the Coalition of Tradefolk faction, because she cons ALLY to me, and I am ALLY with the Merchants. I can't say for sure. I believe FelGuard is the drunkard in Kelethin and also the Captain of the Guard of Kelethin. Not sure.

I don't think she's on FelGuard faction. Here's my reasoning:
I am a level 45 dark elf shadowknight, so one can safely assume both she and her dwarven compadré /con ready to attack. I figured, what the hey, I'll do what I always do: insane faction work.
I bought about 30 stacks of white wines and went to work. Ctrl-click, hand her 4 unstacked, Hide, /con... Crap, still scowling. un-hide... Wait 5 seconds... Hide... /con... OK, indifferent. Click Give... BAMF! 4 experience/faction messages. I did this for a friggin' hour -- 600 bottles of wine... Still scowling.
So, I decided to find out just who IS on Felguard faction. It must be the Felwithe pally's guild -- I made it up to dubious with them with those 600 turn-ins. So the real question is Lady Shae's faction -- I'm going to guess she's on the actual Felwithe Guards faction, which would appear to be Emerald Warriors. I'm willing to bet there was a typo in a memo in Verant's development office when they did that one. Heh. "Felwithe Guards... FelGuard... Eh, whatever."
Basically, I invizzed myself, snuck up to the Felwithe gates, targeted a guard, and snuck away to safety. Then I clicked off inviz and /conned him... Scowling. Then I invizzed again, went into Felwithe, and targeted an NPC in the pally guildhall -- Tynkale, I believe. He /conned dubious, which I'd think he would if he were on a faction for which I'd just gotten 600 positive hits. Gonna try another 600 later tonight and see if that does anything...
She must be on FelGuard, but there may be some strange stipulations involved. After a total of 71 stacks of white wine, she still cons scowling, but must be close to threatening because, well, something odd happened.
As a DE SK (follower of Inny), I have to use the Hide trick to hand her wine, as mentioned in my previous post. I accidentally forgot to click Hide on one turn-in... It gets quite mind-numbing after about 40 stacks, OK? Well, lo and behold, she took the wine. She even answered my hails with the normal message. She still cons scowling, though. Odd. I was beginning to wonder if she was just set with static racial faction like many quest NPCs (e.g., the Teir`Dal Correspondent in Neriak). Well, I'll post the numbers when I get time to do some more on this one.
I went and visited my favorite nekkid HE in the Hog Inn to play around with various "House of ..." responses to her and see if she replies to any. So far, she responds ( /chuckle) to these:
1. house of style 2. house of pancakes 3. house of pain
I tried other "House of ..." such as representatives, commons, york, with her just giving me a look like "So are gonna stare at me all day?!". I even tried putting words in front of "House" such as White, Run's, mad, poor, fun, crack...no response. Oh well, I was bored. Anyone else get other replies with different "House of ..."?
If you give her white wine, you will improve your High Guard of Erudin faction...therefore, she is on the High Guard of Erudin faction. She will take the wine even if she is dubious to you, so it is an excellent way to improve this faction.
I came here to see if my 20th warrior could kill her for insulting me (I did the pancake trick) and since I have been experimenting... if you say " I am from the House of Style" well you try it out..
She is NOT on Clerics of Tunare faction. I was allied with Clerics and KoS to her. Well I was KoS to her until I gave her about 500 bottles of white wine...Talk about being able to hold her alcohol! The only faction change was to FelGuard (exact spelling). It isn't listed as a faction and I don't know of anything else on that faction.
I have a 10th level Shadow Knight and killing her seems to me no problem and I am not twinked. just have a pet up with a weapon and time your lifetaps so it's casted right after she hits you.I've killed her 7 out of nine tries when she is yellow to me. I have yet to get anything from her rotten corpse except money and a bottle of fish wine. I guess I'll have to try using the key.
Ran into her this morning, gave her some white wine, and she told me to get the [mail for room 2] from the Innkeeper. Wandered around for a little while, asked her about the mail, asked others about the mail, but nothing. Any suggestions?
Get the key, obtained either from killing the "halfling" in the room across the hall from her upstairs point, or by waiting for the key to pop in the same room, beside the wall. Take this key to the BARTENDER downstairs. If you ask for the mail for room 2, he asks for the key. Then give it to him. He gives you the mail. Suggest you read the notes from the quest information posted in East Freeport, under the Hogcaller Inn quest. This gives much better information on how to do this quest. Good hunting!
To get the key for room 2 stand next to the Halfling (Who is really a Dark Elf Wizard around lvl 5-7) until she goes down stairs. When she does, she drops her key, then, you give it to the inkeep to get the mail (Or kill her). I'm not quite sure what to do next. I have given her the mail, and the key, seperately. The only thing I havent tried is giving her both at the same time. If anyone knows what to do, post it.

i'm a PALADIN of tunare and i'm a high elf also but when i met her .. she didn't aggro me .. and She was amiable to me .... So maybe u got bug or somethin ....
lol, she is a pally of tunare, if you kill her she says something about "you have killed one of the members of the tunares pally's guild" i dunno something like that, but she wont kill ya, but us DE's yup, aggro'd and got herself killed, the dorf on the other hand...
To belatedly reply to the question about which is the real Felwithe guard faction (since Felguard ISN'T it) the answer is Emerald Warriors.
Even though the Emerald Warriors are the Wood Elf warrior's guild as well as the Kelethin guards, the faction is also the faction of the Felwithe (High Elf) guards.
To raise it, just slaughter lots of Crushbone Orcs.
Killing Lady Shae lowers FelGuard faction, giving her White Wine raises it.
Too bad no one seems to know what FelGuard faction IS, other than Lady Shae's faction... I have yet to find the faction Felwithe Guards are on, as it is definitely not FelGuard faction. =/ I gave Lady Shae 1250 bottles of White Wine (make sure to pull her away from the inn somehow, the spam is insane, wouldn't want to subject anyone to it) as a dark elf until she conned Amiable to me. Seeing as FelGuard faction was the only one being raised, I think it's safe to assume that Lady Shae is on FelGuard faction as her con changed as I gave her more Wine.
Does anyone know how to raise Felwithe Guard facgtion, or at least what that faction is called?
That is not true, you can give her something while you are invisible. Once you like to trade you will be visible again, so be sure that a friend will cast invisible on you again. After hitting the trade button you will stay invisble! I've raised my faction with Circle of Unseen Hands in Qeynos, giving Honey Mead to Trumpy. He is a low level character, conned threatingly and green to me. Since he is green he doesn't attack me. I've opened a trade window, gave my 16 bottles and a friend casted invisible to me. I conned him again to be sure, he conned indifferently, so i hit the trade button and got 16 faction messages. Additionally i was still invisible! I suppose it will be also possible to raise faction when a NPC is scrowling at you! But you can't trade wit hsomeone when he is attacking you...
well my friend was hunting the bard and her and he let me kill her and even sometimes when he was helping i still died i was 17 and he was 20 or 21. he rooted her and i nuked and she would come after me when root wore off and she meleyed me bad and once out of mana he feared her and it was real fun when i didnt die so be warned she is tough.
