During one of my runs in a progression guild back in late 2008 (Nov/Dec), this dropped for us. The bards killed each other for it. That's the most recent drop I can confirm.
Mana is nice for bards, granted. But the key to this cloak is the stackable 0.9 singing mod it adds, making this a wonderful utility that most bards would kill to have.
How stupid rare is this cloak? Killed Shei 7 times now with no Bard cloak or Crys'Va Mask (everything else has dropped at least once). I'm all in favor of rare drops, but this is tantamount to essential for Bards. I'm not sure it's worth it to kill Shei 50 times for 4 Bards to get this cloak. Shadowed Torment is almost to the point of rotting, and Leggings of Serenity will be there soon.
I guess us old-timers are the only ones who know how things used to be. To get them to look like they used to (with the tanish background) you have to get to you inventory by pressing F10 twice, and then inspecting the item
post-luclin, aren't all effects on an item in the following format? effect: (effect name) (whether worn, or triggered) (cast time)
not to burst bubbles....but if it's post luclin and doesn't have a cast time listed....and doesn't say whether it's even worn or triggered, it may not be real

It does not have that casting time, whether it be triggered or combat, because there was a patch that introduced these new things later on. They weren't in the game right away when luclin came out, this was probably taken before the patch, so that is most likely why.

Ring of Valor has been killing Shei for quite some time now, easily since before the patch that started listing cast times. And as someone pointed out on the RoV message boards (after some momo went there and accused them of faking), you can even check out magelo:
i dont think that really answered that..ill clarify for you.
bards cannot be dark elves when selecting their race to start with. they can later become dark elves through using the illusion triggered on the guise of the deciever/mask of deception. we can also become a good number of other things, but i wont start into that ;P
also, just to confirm, the item is real, i dont have it, but a friend who does loves to remind me of that =/

This cloak is nice. Excellent AC and the AGI and DEX are nice. However why in the world do they have +mana on this thing? HP would be SO much more useful.
Why mana? First of all mana+ does affect our mana pool, second all mana buffs do not help with regen but increase our mana pool, third and last, FM costs a lot of mana and if you get enough mana+ items and Int+ items you can hit FM 3 or more times on a nasty pull in higher zones (ie Solro, Elemental Planes, BoT, Tactics and so on). Some pulls require you to hit FM more than once because the mobs see invis so if you do not have the mana you cannot make the pull.
Heh can't just please anyone, can they.. Such a dang good cloak dropping for bards, haven't seen anything like this in ages and even then there are people who find a reason to bash the item? Come on.. Be happy what you get and use this gear.
for real...as a bard i use mana quite a bit playing the cc role..alot of charming can drain mana quite fast and being a bard we are unfortunate and do not get the use of mana song and clarity to work on ourselves so we have the good ole 1 skill in meditate on butt to regen it..ill take any mana i can get and the other stats woot...best ive seen in years for a bard on a single item

bards do get mana from +mana items. it is when you try to add or subtract mana from our manapools that you won't gain or loose mana. we are unaffected by mana drains and clarity type effects.
