Not really, it's my most damaging weapon (beating out my Iksar Zerker Club and my Shissar Warsword) at level 24.

It's not broken, but to be shown that it's where the Iksar keep pikes when they're not going to battle (actually, it's also where some people wore swords as well, but let's not get into that), so it can be worn on the back, and since it would be in a fashion that would protect the wearer a bit from attacks from behind, it's got an AC rating.
