Tabben Bromal in Plane of Knowledge sells them. He's upstairs in the smithing building.

May I ask what does this recharge and where do I find the combine recipes needed for each charge? Any help would be appreciated.

How do you go about finding out what mana batteries to use on which items?
mana battery class 1
Anizok's Gauze Press, Throwing Knife Stamper,

Anizok's Maximizing Device, Anizok's Minimizing Device,
there is a list for the mana batteries. These are items which are recharged in the recharging kit. There are some items which are "recharged" in other ways too, like the Crimson Ring of Desinence. And there are also other reageants used for recharging Besides the mana batties -- for example if a player combines Infused Dark Matter x2 + a gnomish vanishing device in a recharging kit, it produces a full capacity gnomish vanishing kit.

It's used by non-gnomes to recharge items, as mentioned in this patch message.
ah, but as someone who never knew about this type of thing till now, and has never heard of it before, how do you go about doing the actual recharging? I ended up buying a couple of items recently for a lower lvl alt that had charges on them, adn would like to get the items recharged unless it's not cost efficient, the nI would just sell the item

Generally you put the charge-depleted item and the appropriate mana battery in the container and hit combine, resulting in a recharged item.

Must the item be completely depleted and is recharging limited to the items listed above or can you also recharge quested nno-drop items like Cloak of Death (Halloween 2007)

It replaces your version of the item with any number of charges (including full charges) with a fully charged version.
