Well, I have to put my 2 cents in. It is an All/All belt, yes. Most casters, if they play to benefit the guild as a whole, would pass on this and that shows character - so if you have casters rolling, you may want to ask why you are in a guild with those peeps who aren't looking at the bigger picture.

I do have to say that no one should pass a dirty look off at a cleric that rolls on this tho. I gave my hubbies cleric a spiked seahorse hide belt along with his warrior, not just because it has ok stats but because it has haste. There are a lot of clerics out there that know how to heal and melee and at the higher lvl's clerics can be really nice dps. Add a haste item to that with 15 WIS and you not only have a cleric with more mana (if they weren't already maxed wis before) AND a cleric with more dps. Course, I'd love for my pally to have this over a warrior just because of the high WIS but it's all a matter of preference, and everyone will put in their opinion and is entitled. I did. =)

All I can say is that my 65 Beast lord is very happy. 41% perma haste makes a noticable difference in my damage output. I was using a RBB and then a CoCW to see the difference. Like many BSTS, I solo a lot, and having every bit of haste helps. This belt is definitely a nice item and should last me into VT and PoP.

As for the dweebs that keep saying what class this belt should go to...it's an All/All item and it goes to the person who is willing to spend the most DKP on it. If your guild is on a merit based system (Which is pretty archaic...) Then it's really you're GL and officer's opinions not yours. So you can cry all you want and say how unfair it is...my only advice to you then, is join a guild that is on a DKP system.

Since you asked for a constructive advice about who should receive the item first, I'll put in my 2 cp (and yes, I have raided NToV, and a number of Luclin/PoP bosses).

Giving all the gear to coupla main tanks and pullers never works in the long run. Why? You may think, with a better tank you will be able to handle bigger mobs, and everything will go easier. But that's not all that will happen.

First thing that happens is that all the other people, who get skipped although they put in as much effort as the preferred ones, and in some cases even more effort, they will be pissed off. Some of them may leave.

Then when you gear up a tank or two with all the choice gear, he can simply leave for a higher level guild. I HAVE SEEN IT HAPPEN PERSONALLY.

Then you got several problems

- A lot of the gear that your guild acquired is simply lost. Distributing it more fairly would decrease the damage when someone leaves.

- Other people are even more pissed off because they sacrificed for that tank (or puller) and he left, thus making their sacrifice worth nothing. More of them may leave.

- Your guild will have poorly equipped tanks (because you didn't give gear to others). You will be practically bounced coupla months back. The guild will need more time just to reequip some tanks to be able to raid what it raided so far, and that will make even more people leave.

In my opinion, only a straight point system, precisely made so that there is no amassing of points (so that you have approximately the same amount of points coiming in and going out, for the entire guild together, in a period of time), and items are given to the bidder with most points without any rolls or restrictions (except basic class restrictions, that is, one must be able to use the item and it must be an upgrade for him/her), can work in a long run.

I can see what your guild is going for ..overall Dps. Maybe they should look at what a hybrid does. When all healers are concentrating on the MA you are the one doing the back up healing keeping all the casters alive from the AoE. Add to this that a well equipped Pally/SK can deal awesome damage and it is a compelling reason to have Hybrids in on the roll for one of these.

My guild is equiping all Warriors and Monks with this item first before any Hybrids mainly for the reason it has 75hp. Some Hybrids dont even have 41% haste yet. What do you all think about that? I need constructive advise.

Paladins and SKs for instance get many AAs to help them gain an addition chance to double attack, an AA to help them do a 3rd attack, and double riposte. I've also seen great ranger weapons and beastlord ones. And your not adding ROGUES to the list?? roflmao.

After your MT (and a couple more warriors, perhaps) have a good hp/haste item in this slot, you may look at pullers - monk or SK's depending on how you work, and then think about what would maximize your dps.

Those "links" are pretty much garbage. Haste is not dependent on level at all. Each item has a specific amount of haste. The haste cap percent is depdent on level though as you cannot go above a certain amount of haste % at any given level. Those links are just "general" links.

Regarding the statement that haste over FBSS doesn't matter:

Alt-XP is important and some melee types get it solo, meaning they have no source of enchanter/shaman haste. In circumstances like that, they want to have the highest haste they can get off an item. I don't know about other melee classes, but monks routinely solo XP at all levels, including 60. Even the "uberest" of guilds don't have many people that have all the Alt-XP they could desire. I don't know if any players have yet acquired the maximum Alt-XP available though I am sure that goal will be achieved one day.

Regarding the statement about 51% haste:

Currently, the game only supports a maximum of 40% or 41% item haste. They tried to make it higher (45% ?) for some of the ToV items, but it didn't work right and they had to set the items back to 41%. I think they should be able to easily code for a higher haste if they really want to.

Regarding who the item goes to:

It is awarded to someone based on whatever your guild's loot rules are for said item. This might be merit-based, point-based, etc. If you don't agree with the way your guild gives such items out, then find a new guild. Admittedly, this item would be better for hybrids than for pure melee types in my opinion (I'm a monk - pure melee).

Regarding non-melee getting this item:

It could happen, if (as someone pointed out) the guild is so "uber" that all the melee have better. It could also happen under certain point systems although most casters would prefer to save their precious points for something else. Also, most casters would recognize the value of this item to a melee person and would not want to harm their guild by using their points on it when a melee person needed it.

Guilds that can clear NToV don't see haste and I think it has to go to a melee, they are fighting mobs where haste items drop like candy so they can give haste items to casters and not worry about it, but when a guild first becomes ntov capable Krypt is right and for the most part it will go to hybrids, and chances are a lot of guilds casters doing this guy will have pharmed the crap out of tmax and dain so a lot of there casters will have belt of dorf slaying and white dragonscale sash, so it isn't too out of the ordinary to see these things going to monks due to their low weight and high ac/hp.

This item was created while the item designer was in that oh so common sadistic mood that 99% of the verant employees are in all the time. Lets put haste on a belt with 10ac 10 str so tanks want it, give it 10wis so clerics and pallys want it 10 int so casters want it, make it 0.5 wt so monks want it too. Then give it 15svf on it so everyone wants it more. To top it all off make it ALL/ALL and NO DROP so everyone has to fight over who gets to even roll over it. By the time it gets rolled off it has decayed. =) Okay it wouldn't decay but the fights are real.

hehe, well it depends on what guild your in =D like my guild, we clear Ntov every other weak and our warriors get those belts.. so this belt is left to us int/wis casters =D

Level 60 haste cap is changed to 100 or 105, depending what you choose to believe. So having dragon+ haste is still important.

Haste is always important, and times when haste drops and it can't be replaced immediately in middle of tough fight.

Your max haste has a cap according to your lvl Veder, so this belt, which is 51%(according to Magelo(which is always right!)) added to the 65% or so of SoS would max you out. It is also the highest % haste item I've ever seen, most are 41%.
