The formula is Excellent Sabertoothtiger hide, 1 imbued emerald, 1 oak bark tannin, 3 mithril bonings, and 1 boot pattern. The recipe for the oak tannin is 1 oak, 1 water, combine in brew barrel. Mithril bonings is 1 dew, 1 small block of mithril, 1 file, combine in fier'dal forge in Kelethin.
Lots of time and effort...You'll need a tailoring skill of at least 115, brewing in the 100's and smithing in the 100's to make all the items necessary, and be a wood elf who worships tunare.
Just to clarify a point, to craft a diety specific item, you need to have the diety specific gem imbued. You do not need to worship that diety, merely to be of the race that can make the item. Plenty of Agnostic Enchanters, for example, can make imbued jewelry.

Because once you do, you make and sell dozens of these to the people who don't want to camp an item slightly better. Make your fortune and buy better yourself ;-)
