You got to equip it, make a hotkey to the slot you equip it to, then hold the item you want to identify on your cursor, then use the hotkey with the Rod attached to it.
I just killed Nillipuss (yes he has two s's in his name) with my level 14 Paladin. I got the fourth jumjum to do a turn in to Reebo. I got the Rod of ID as my reward. So, level to attain could be lowered a little.

this IS fixxed, was fixxed long ago, has 20 charges on it, not unlimited charges ... this IS original game quest item, has been givin out sence day one ...
I just got the Rod as reward, and cannot get it to work in any fashion; it does not equip, and right(and left)-clicking with empty pointer and with item held on pointer both came up with nothing.
And on a recent kill, I dropped 2 Jumjum from the garden in front of Nillipuss who then picked them up. I killed him, but all he had on his corpse was brownie parts. Oh well!
ya well i killed him and 3 droped but in the corse of me waiting for him to pop again i either lost them or ate them cause when i checked later they were all gone. so be careful.
...it would be very useful in certain situations. The one that leaps to mind is the Ranger quests for Ivy Etched Armor. Many of these quests require a specific Rune of Ivy - and these all look identical in Inventory. If you hand in the wrong one - well, you're hosed.
Enter this item. Holt the Rune (or whatever) on the cursor and right-click this. In your chatbox you'll see, for example:
Rune of Ivy (top)
Just read the discussion of the quests for Ivy Etched Tunic/Bracer/Helm/Sleeves. 50% of the posts there are people who handed in the wrong Rune.
Useless? Not to them.
Of course, having someone cast the Identify spell on you while you hold the item also works. But - that's not always possible.

I don't know if this item has ever been fixed or not. There is another item in-game that has unlimited charges of Identify (rarely useful - but occasionally very usefull) that can be used by anyone.
It's obrained by a quest, and one that isn't terribly hard. It's the Tarton's Wheel quest, which gets you two items - a staff that's useless to non-Wizards and an item called "Star of Eyes" that casts Identify and can be used from inventory by anyone.
Has anyone tried to work this like the spell is used? You have to have the item on your cursor and cast the spell for it to ID the item. Might try having the item on your cursor and right-clicking on it. Hope this helps. =)

There are a lot of higher end quests which require many items that appear to be the same. ever picked up an old coin and wondered what other info it had? Now you can identify it as do chanters with their spell "identify". Quite a few times I have had ppl wonder what coins and such they had.....only to wish they had a way to identify them. It does suit a purpose ...especially if you are a bard going to Kunark tryign to pick up ancient coins or an enchanter just questing for the tashani coins. It even took my enchanter a while to find the identify spell. It's not really worthless....just think of it as a 30/40 2hs no drop sword that a monk picked up only to find out it is warrior only...except this isn't no drop. To the right people, it is much needed.
it is helpful for something! for the lvl one quest for the shining stsr of light you have to get potions and give them to some guy, but if you idetify the potions then you can know what they are and know whether or not to give them to him. cause if you give him the wrong ones boom that lvl 4 mob will be all over you lol!
I got one of these worthless items for my 4 jumjum pieces, and after much petitioning and such, I was told that they never promised that quest items would be useful items. They also chipped in that at some point in the future, they might do something with it. Either way, they wouldn't trade it, or let me get another quest item or whatever.
I got one too...and can not get it to do anything...geez...wasn't this like in the original EQ game...you think it would light up or even make a noise just for a bit of entertainment...:)...anyways...maybe I can convince someone to give me 200 pp for it...:)
I got one of these yesterday. I have clicked and waved and everything else I could think of and have yet to see anything come of it. It would be nice if it were more than a torch shaped doorstop. I'll hang on to it and see if they fix it. For now it is useless. Merchant offered 2gp so it's currently worthless too. Also, it will not go into primary or secondary hand.
