How is a 25 iksar monk supposed to get one of the scales off of a mob this level for the DoN cultural pattern book?
Pay a higher level character to pull & kill one for you. Maybe someday, SOE will change the quest req, but until then, that's what you're stuck with doing.

Since you were able to write a post, I'm guessing that you can read. But that's probably wrong, since, directly above and next to the item it says:
This item is found on creatures.

In Lake of Ill Omen off of Bloodgill Goblins
Also dropped by A Bloodgill Forager from the Druid Epic 1.5 quest. One of the three that spawn upon a Druid entering the zone with the collection bag drops it.
