Sirtha is an NPC at the SK guild in East Cabilis. you get the quills from succulents in OT, skeletal feet from thickboned skellie in Kurn's Tower Basement, a fire emerald from a gem merchant (there's one by the cabilis bank in a house.), and banded boots from a smithy. IKS SHD only.

I have yet to see a Succulent drop them and I have hunted in OverThere quite a bit. Is there a particular loc or another way to get them?
They drop frequently from the thorny and maybe the spiked succulents. I let 6 quills rot the other night. Perhaps you were killing the barbed and prickly succulents?
I looted mine from a Succulent that got killed in the midle part of the zone as far south as you get. (the valley leading to another zone).
If you can get there safely its a good spot to waith until the high levels kill one. They are normaly nice fellows and if you ask nice they will inform you when and where you can pick one up.
