I spent a few hours killing Polar Bears in the open plains (34 rng). Limited spawns and plenty of roaming.
Decided to park at Halas entrance and just cleared anything and everything. Cubs started spawning and roaming like crazy. Got 5 in about 45mins.

Polar Bear Skin Sells for 0 plat 1 gold 9 silver 0 copper at vendor Sateal Deirosap in the bazaar (human Monk level 2 charisma 141).
Started doing the newbie Zerker armor quests which require 4 skins for various parts. I managed to get one to drop after countless (like 50 bears) kills. For the other 3, I got lucky and found them on vendors inside Halas. Since completing my armor I whack every unfortunate polar bear cub I see and was able to get 2 more skins to drop. Sold one for 1.5pp (cheap I'd say but I was in a hurry). Maybe I'll put the other one up for sale in the bazaar for 5pp...

Do not know if they upped the drop rate due to all the new Berserkers needing newbie armor, or I just hit a hot random number streak, but last night I killed 5 polar bear cubs on my way out of halas and I got 3 polar bear skins and one HQ bear skin.

I just got to Everfrost last night and my partner said we needed Polar bear pelts for some quest. Does this quest require the White pelts I got from the Polar bear cubs? Or the Low-High pelts?
The white pelts you get are for a newbie armour quest in Halas. You give them to the woman in Mac's Kilts and in return she gives you a piece of armour. It's good stuff for a newbie (I did it at level 4) and it changes your appearance as well.
However, I'd imagine that if you're a Dark Elf who's come this far then you're either going to be too high level for the quest to be useful, or you're going to be KoS in Halas.
As for the defined quality pelts, I'm not sure yet what you can use them for. I usually just sell them to vendors. You could always practice your Tailoring skill, as Everfrost has an abundance of bears (for the pelts) and spiders (for the silk thread). In fact, of all the places I've been so far, Everfrost seems to be the best place for tailors. Of course, I don't have Luclin or PoP yet.

You can get these off of Polar Bear cubs also.
