These also drop from "a raider" in North Karana. There is a camp of them in the southeastern corner of NK, on the shoreline. Killed 76 of them and got 15 sashes so about 1 in 5 droprate there.
information appears to be correct as reported long ago. Some comments need verification though:
-the randomized reward from the quest still range from a few gold to 20 gold?
-does it drop outside of Antonica or not? (only 3 reported zones, but some old posts sort of suggesting others).
I looted one on Agnarr progression server prior to Kunark (which makes sense).

Take them to South Qeynos to a man named Chesgard (pally guildmaster I think) and he will give you some exp., some gold and a bronze weapon or shield which will sell for a couple plat.
well i didn't read any of the posts but anyway its not a common drop i have killed about 20-30 of the bandits nothing but w/e whats a little newb quest anyway and plus ive gained 2 lvls from bandits

I looted one fm a W. K. bandit cause someone told me it was good for xps. Now that I hv the thing, who do I take it to, and what does all this do for a druid?

Well I have read all the post and see that only one really anwsered the ? at hand. I have to say that you can also find them in Lake Rathe. For there is a Camp that is never camped an has like 9 bandits on it. I will try to find this Paladin Fellow in Qeynos. Again thanks for the help and May Norrath be kind to you all

I was in Kunark and got a bandit sash dropped by an Iksar bandit and still havent a clue what to do with it....Im not taking it all th way to qeynos.....and if anyone is interested ..it was over by the cliff in field of bone, on your way to the Warsilk Woods zone...

No he is right 2 human bandits spawn near the warsilk woods zone line and they do occasionaly dorp the sash. Think it is to help with the shackle of rock quest.

If I remember correctly those are actually bandit masks from the Iksar bandits not Bandit Sashs. They are black and look like a sash but are actually a face item. They are used in the Iksar Monk quest to get the index pipe which is used in the Whistling Fist quest.

You actually get 5gold-20 g from chesgard and a weapon worth up to 3pp (if u get the mace)so u can get 5pp per sash on a good day, more usually works out at 3pp and a little xp-you should be able to solo the bandit farm by lvl 16 if your smart and know how to pull one or two at a time, I camped it A LOT to make money.Be very wary when two or more casters show tho-they nearly always killed my 18 warrior even tho they were green to me, they would root and blast me while the other bandits took pot-shots at me.

from Bandits in WK ; you take Red Sashes to Paladin guy at guild and he gives both money and a weapon or shield worth usually about 1pp soooo is good loot

Wouldn't it make sense if there was someone in Cabilis that could hand those into as well?
There are Karanas bandits in zones all over the world. Any Karana bandit has potential to drop a sash. Despite that fact, the only place in the world you can turn the sashes in is in Qeynos.
They often drop off of the iksar bandits in Kunark, and he was stating that there should be a place to turn those into.

The red bandit sashes, which drop from the bandits in the Karanas are NO DROP items. Be careful when looting if your helping a cleric or paladin gain Priest of Life faction through the quest.
