I managed this combine at 168 brewing.. with 3 failures. Still was not trivial.

I had to raise my brewing skill up to make this item for green dragon scale conversion quest. I raised my brewing to 100. I had a Geerlok Fermentation Device in my primary hand which is +5 to Brewing. With that in hand I successfully made one at brewing 100. It wasnt trivial there and my skill went up one also. Hope this helps.
