Now, I don't know if it said "EXPENDABLE" when this was written, but just to be clear, if an item is expendable and has only one charge, then not only is there no "known" way to recharge it, it is literally impossible to recharge, as an expendable item goes away if its last charge is used.
It is amusing however, that it has stats, but no slot. Not unheard of, but really quite silly in something that isn't food or drink.
