I got my replacement sack from Nadia Starfeast in FV after I showed her my Jeb's seal
You can hail any of the master's to get the sack. I too experieced no a sarnak imitator but got Jeb's coin.

when i did this part on my ench, i got the coin and fergot the sack. went back and couldnt get the sack. does anyone know if i have to redo the prequest for the notes? or another way to get the sack

The bag is currently bugged, not sure when/if Sony will be fixing it. When you hit combine for any of the combines for the enchanter epic, it does nothing sadly. /cry
I hit combine button in my enchanters bag and it made the 2nd piece of the staff.

this is a very strange name indeed, but i am sure there are more like it(24 in total on this site to be exact that have the word Sack in it)...
And you dont have to be from Jersey to say bag. New York does aswell. that rules out NY for the point of origin of the person that named this item.

This person was obviously NOT born in the Northeast US.
Must be some country boy from Iowa or something.
If Jeb here was from let's say Jersey, this would have been "An Enchanter's Bag".
