Does this "rotting shopkeeper" spawn as a rare in the same buildings as the shopkeepers by all those golems? Or is there another area with shopkeepers that I haven't found yet?

It spawns where the Revenant is. It's in the store (near the golems) third room in, there are stairs that go up that lead to a couple more shopkeepers, etc.. On that floor is a Wraith, in his spot spawns an Undead Blacksmith, not near as rare as the Rotting Shopkeeper. Blacksmith drops a nice Wis caster BP and a decent tank 2hb staff. Hope this helps

This already turned into "Farm City"
If the reported haste is correct you can absolutely, positively guarantee that this bad boy will be camped 24/7, 7 days a week.
If everything is accurate this becomes one of the best haste belts in the game.
There's better -to be sure- but you'll need to be in PoP to get it.

There are belts pre-PoP that have 31-41% haste unless you're referring to the best droppable, but even then there's 34% haste belts out of velious(seahorse one I think is 34%)
need to be in PoP? is there any other option? PoP is a must for 60+
I'm not 60+, so i guess its not a must for me eh?
I think he's referring to the fact that there aren't too many mobs OUTSIDE of PoP that give experience to lvl 60+

you DO NOT need to be in pop to get to 60 'this mellenium' i've done most of mywxp'ing from 55+ in veksar, new hate and hate's fury...
plus veksar has a couple great exp camps to it too... there is the nobles where you'll fight lvl 59 and 63 mobs, in fact i've heard some ppl compare it to pov/pos because you kill faster... there is also the slaves which are lvl 58 and 60 mobs...
also veksar has really great loot and is a fun zone too... unfortunately more and more ppl are discovering this great zone :(

Heh be a lvl 60 this millenium... Veksar came out on a wednesday afternoon, i was lvl 57, 3 days later i was lvl 60 and i gained about 3 aa as well. All this happened in Veksar, mainly in the theater area. You don't have to be in PoP to get great exp, some camps in veksar are awesome, new droga is great exp as well. Oh and don't forget the dungeon bonus which doesn't really exist in PoP. Have a nice day...

Confirmation that this belt does drop from a rotting shopkeeper. Killed him twice and he dropped the belt once and "kunzar deathguard shield" the second time.
EDIT: Adding that this is his rare. I've now seen one belt and I believe five shields drop in three days of killing there. He has a PH and when he does spawn, expect the sheild most often.

um..im not too familiar witht he Lucy site so maybe there is something there that I do not know about...im just curious where in the description it says the haste % on it.
lucy says effect level = 30, which means its as if haste is being cast at level 30. the haste spell gives 1 percent per level +1, up to effect level 49.
with the effect level being 30 this has 31 percent haste.

first day zone reopened we went in and explored and killed several named mobs and got alot of the drops...this was one of them. droped off a rotting shop keeper for us i believe was the name. fairly easy mob
