Kurn's off an icebone.
I've found about 5 pieces of this in Kurns tower on Burynai and Skeles that were newly spawned, and I'm absolutely positive that they weren't planted on the mobs by someone else. I've seen it drop off mobs who spawn right in front of my eyes. It's extremely rare, I've killed hundreds and hundreds and hundreds of skeles and burynai and only found these 5.

This just dropped off a Wraithbone Champion in the Dreadlands in the haunted ruins.

Its entirely possible that it doesnt drop in Kurns at all, and bored people who have been hunting in CoM and decide to camp the jester for IBC just gave it to the guys that didnt aggro, especially if you found it in Unrest.Actually, I would say its probably 100% that if you found ruined scale in Unrest, someone in wolf form put it on the undead or whatever you found it on there. I think there should be a quest to get it reforged or fixed into like plate style armor, though maybe the dreadscale/scaled mystic/legionnaire quests require this armor, I am not sure really, but I think it would be nice to be able to make it into good useable armor, because obviously if its not totally ruined and still wearable, it can be fixed.
Edit- It might drop off lesser IB's very rarely, I spent almost 8 hours in Kurns for fingerbones camping it with my monk and didnt see any, but if it is probably very rare if it does drop there, since ruined scale would actually be half decent armor for non twinks hunting in kurns.

This armor does in fact drop in kurns tower ,although it is quite rare.
got bored one day and was collecting low level pages and runes and infrequetly ruined scale items would drop off of the lesser icebones , lesser charbones and burynai sappers.
I know it wasnt placed there by high lvl chars because i killed off all spawns in the whole tunnel system several times and no one else was down there.

Let's think about where we hunt here. This is the Great City of Mist, the once pinicle of Iksar life. Scale armor was worn by the warriors then. So would it not be normal for them to wear it after their deaths. It is a roleplaying game and not "Duke Nuk'm". The once nice Scale Armor is no ruin scale armor and is still warn by them this day. Dead aren't real smart when it comes to upkeep of their things. Just my 1.5GP
... while camping the fingerbone skeleton in Kurn's tower's lower level, I killed a LOT of mobs and the Lesser Icebones seemed to drop this stuff as an uncommon or rare drop.

Is it just me or does the ruined scale armor suck really bad? this little piece here has the same AC as a dwarven ringmail tunic with no extra stats... the DRT sells for 15pp at the most and anyone over lvl 15 could get one easily. Just wondering why they even bother putting this stuff in higher lvl zones like CoM and such. Almost as bad as putting the Jarcrap armor in KC...

These are obvsiously not only from COM, I have gotten ruined scale in kurns tower, Unrest (yes very strange), and have heard of people who have gotten it other places. In all of the dungeons ruined scale drops its a random drop off any mob and very rare.

I swear this is the item my barbarian warrior has on her chest, but according to this she can't equip it. Is there some similarly named item, with identical stats for the bigger races?

They made a mistake, read the screenshot above not the races they typed in, I have one of these myself barbs can wear 'em.

i looted this item in DL off of the wraithbone champ.

I also looted one off of the Wraithbone Champion in DL, though it is a rare drop as I have killed him over 10x and have only seen this once. With such lousy stats, does anyone know if this armor is poussibly part of a quest that upgrades it? That would make sense, but then again when does Verant make sense?? 8)

This is also a very rare drop in Kurns Tower in te field of bone. After camping the Burynais in the basement i found a ruined scale cape and I know of numerous people finding the coat, sleeves, and Wristguards ( all of which I have bought off people who got them off the burynai)

I got one today off a Burynai Sapper in Kurn's Tower. Either the "Level to Attain" here is wrong or they have switched the loot around again.
Burynai's are green/blue to me at 25.
