Torques are tight fitting neck pieces, something like chokers, except all one piece, usually with a hinge in it. So unless for some odd reason someone has a neck where their arm should be, this would be a neck item.
Looks someone needs to listen to their own words before replying. He SAID that they were a good warrior ARM slot. Didn't discredit the fact that they could go in the three slots, just that they were good arms, and that's hard to find.
I think your filter must have filtered out the post this guy was replaying to. The post this guy was replying to said that this was a neck only item because torque meant something that goes around your neck (dictionary.com definition is: A collar, a necklace, or an armband made of a strip of twisted metal, worn by the ancient Gauls, Germans, and Britons.)
The effect is very nice but one of the best things about this item is the very fact that it can be used in so many slots. You put it in your worst slot and you move it up the ladder until it is a bagged rightclicky buff item, so it have a muich longer useful life than most items.
