Shadows of Luclin
After doing some web searching. Looks like it's used to build massage tables. I suspect SoE is about to create a new trade skill line where players can skill up as a masseuse. As a masseuse you'll be able to boost your group's abilities in various ways. You'll add a bit of HP and mana regen to your group. After a hard battle you skill will boost the cleric's, druid's, or shaman's healing abilities of the group. Even without a healer, the groups' HP regen rate will be greatly increased as well as their mana regen.
Should be a really cool skill to acquire.

I have been playing for 3 years now and no one seems to know what this is for. Can anyone tell me? It appears to only be vendor trash.

Fell from a Disturbed Elysian Remains this morning in Umbral Plains, along with a Rhodocrosite. First time I've seen these off the Elysians. Says they're for quests, any idea what? I can't find anyone who knows.

Got one tonight from the gate area, one of the spectre-looking mobs, forget exactly which one. Sold for just under 5pp to a vendor.
I got a couple in Griegs also. Don't recall what mobs exact name, the green medusa horror things.
