It has a instrument modifier on it like it's a bard item.

I am a druid and use my epic and woven grass bracers a lot. My coldain military wristguards effect works and extends the dots from both these items. But the effect on teh Girdle does not effect the cast times of my right click items. Is this a bug of some kind? I was really excited to get this item and really bummed that it didnt reduce the cast time On these 2 items.

The Focus effects that i have seen only work on clickies if you have the 4th focus.
The Shawl will work on my Shaman Sow Boots as the shawl works on spells up to 65.
The 4th range extender will work on my Clickie nuke bracer out of Seb as it works on spells up to 65.

Nope, focus items just don't work on clicky items, for example, my extended range bracer doesn't work with my staff of temp flux (IE: Root and then try to temp flux and be out of range...even my snare has a farther range and wizzy snares have gimp ranges. And spell haste never worked for my Solist Icy Wand, and extended enhancement never worked for my jboots =/
actually some focus effects do work on clickies, however only on clickies of spells you normally get below the lvl of the focus item. the only example i can confirm though, is extended range on my bracer nuke, and i can confirm that neither spell haste nor improved damage work on that same nuke.

I am lv 45 Enchanter on thouluxe Paells i did not get to the high end of the game )yet .
And i am wondering if Your enchaters could charm the tanks as a protective mesure and keep them from being charmed by Mob,

no, that wouldnt work, she could still charm them, even if you had them charmed as pets.
can't anymore anyways.. can't charm in duels (not sure about PvP)

Lcea takes about 2-3 groups with several clerics to take down.

Lcea is a multi group encounter. You will not be able to kill her with a single group.
people think that of so many mobs but this time I believe it, concidering the charm

How about now, with the new level cap?
Level doesn't really matter much. Her charm isn't really resistable as far as I know. You still need enough people to handle healing and tanking through her damage and charms.
Just took her down with 15 people (had a bard mezzing an add during the fight, too). We did her before with 13 people. Shes not tough if you know how to fight her.

My melee, offense, and defense were maxed pretty fast. I did alot of soloing in my youth, gotta love the combat casting wizard =)

gotta have more then 1 warrior it seems, if ur MA get's charmed (which she does a lot), you have to have a backup. if both get's charmed, someone has to be taking those 600-800dmg hits =p

Well, looks like lcea Katta is gonna be camped more than Dylin Starsine, if this is what she drops. All All, with stats for any class. I can't imagine who wouldn't want this. 3.0 is kind of heavy for a monk, but these stats are awesome, so even monks might want one. What's her spawn time, and how commonly does this drop?
Actually I've seen her stay up for days before. Lotta people are scared of her. Takes some strategy to kill her.
Out of 3 kills we've seen this once. Other 2 times she dropped that stupid staff and the POS amulet.

This is the first item i've seen with a recommended skill level, anyone know any others like this? One would think any level 55+ would have 50 defense easily...whats the point? =\
Skill level is not a meaningful restriction for this item.

I'd think a lot of caster's would be maxed. I know mine has been since my upper 40s. In any case, 50 defense is trivial. I'd be flabberghasted if I found a caster that was not PLed that had a defense of less than 50 at the level you can actually contribute to killing the mob that drops this.

It is my guess that most wizards and enchanters have their defense skills maxed and are champing at the bit to get them raised even further. Both of these classes require a good deal of getting beaten on before you learn your role and then, even when you do learn your role enchanters continue to get beat on. Wizards shouldn't really get beat on too badly post 50, but at level 20 I was still getting hit pretty regularly (and if I recall most of one's skills are well above 50 by level 20). Although mages and necros have pets to defend them, their pets are probably not 100% effective and while you try to re-fear/let your pet taunt the mob off of you you're probably raising your defensive skill. ;-) Anyway, just trying to say that I would be very surprised if a caster at 55+ or even 20+ didn't have a defense of over 50. Actually, when I was 29 I went into lguk and *tanked* there until 37 or 38. This was possible with a pet, vampiric embrace and staff with a 48 dd proc. I stepped back and tapped when needed. But he also had flayed skin which was high AC for a pure caster. When vampiric embrace procs for a necro at level 30, you get something like 45 HPs back. I might play differently, but my defense, dodge, offense and 1HB have been maxed since low 40s. Not that he ever melees anymore at 55 (almost 56 :)
Maybe not...mines 106 though :)

Shes not to tough.. lots of hp tho.. hits for max 600 or so and charms, shes slowable tho.
Make sure you have at least 2-3 L60 wars to tank her.. and you should be fine
Uhm ..., you only need one war to tank her, you are much much better off with a couple rogues who can assassinate than with a couple additional warriors.
Who writes this crap? Read: She charms. So when your main tank gets CHARMED what is going to happen to your rogues? How long do you think they will last against a mob that hits for 800? Especially when your main tank is now busy chasing your clerics. You should really have 3 tanks.. she can charm multiple people, and with 3 tanks you are pretty sure that at least one will resist. This will buy you a little time as someone tries to dispell your tank.

We just dropped her tonight with ONE tank.
The trick was to have one person chain-casting Nullify Magic on the tank. We only had one death due to the tank being charmed.
Also had several other folks with Nullify Magic keeping an eye out for anyone else who might have gotten charmed.
