	A rune proc is much more situational than a healing proc (probably the reason you rarely see healing procs on weapons and generally only small ones). So in that respect this partial rune/heal proc would be less situational than a pure rune. Admittedly, the proc is not very strong, the combined run

	You need to be 55+ in order to got to ToV. The AOEs will eat you alive otherwise.

	Perhpas not super common, but I get both the leaf scale gloves and the metal linked crown while camping birds and spider hatchlings and gnarled treants for only a few hours. So yes, they are a common enough drop as not to be that hard to get.
