i have not done this quest but the wording from the writeup would imply that you purchase the ticket in barren coast, and zone into the instance from barren coast, not the buried sea.
This would make sense because of the way the tickets work; they work with the zone where you purchased the ticket (the quest code loads the instanced island when it sees you are Zoning from the listed zone in task quest window while holding the required ticket). Quest write up says "Purchase tickets to Jardel's Hook and catch the boat" but not the zone name, But I assume it is barren coast since the write up cites the buried sea ticket vendor as having the jardel tickets.
