He's in one of the downstairs 'pods'
loc - 118, 714, -91
On the second (I call it the main)
level of the library,
go around until you find the iksar
mystic Goharkor,
Take the stairs BEHIND him,
Turn LEFT after the first flight,
(going down one more flight)
at the bottom of that second flight turn LEFT
again and you'll see another stairwell to
the heretics.
he's the first one you see.

The information about Scribe Glurg is incorrect. This spell is found on Scribe Grurkk, very close by.

I got this in Everfrost Peaks. There is a ruined temple that has a vendor in the back of it. He sells most of the poison spells for Shammies.

His Name is Starn Bearjumper and is located at the temple near Megans Tower
And he isn't overly fond of my ogre shaman.
