the purple diamond of torment is used to make "unfired shackles of torment" which is inturn used with a firing sheet to make "ceramic shackles of torment" https://everquest.allakhazam.com/db/item.html?item=22502
The spell: Imbue Diamond can be found with Locarme Zennix. He's located in North Freeport in the cleric guild.
Probably the easiest way to find him is go to North Freeport and then do a "Find" for him (make sure you take off "Show only destinations I can use")

The Imbue line of spells found at level 61+ has the following interesting charateristics:
[li]They are used to make planar tradeskill items (gems) which are required in Jewelcraft, Smithing etc.[li]The spells are PLAYERMADE. You do not get them by handing parchments in.[li]The creation of each Imbue spell is a Jewelcraft (250?) combine and requires the following components: Raw Diamond, Spell: Imbue Diamond and a specific drop from the plane in question, usually the zone specific blood.

By using this spell with certain components, you get the Purple Diamond of Torment, which is used for tradeskills. What skills for what item? The world may never know...
