There is a bard song, somewhere in the mid 40's, called Katta Song of Sword Dancing. The song raises most fighter's dex to max. It affects the bard's entire group.
Further, any melee affected by the buff has a chance to have a proc vs. the mob being attacked and the proc strips the attacked mob's dex. This is separate from any proc that their weapon might effect - you can get both procs on a single hit, rarely.
Most high level bards have it but they don't play it as part of their melee mix - my standard melee mix is (in a group) haste, more haste, and snare/slow. If there is a snarer and a slower, this might be next. Or a rune or DS might be right. The bard haste songs come in a bunch of different flavors - 45% pure haste, or 15% haste and a DS and buffs. There are tons of choices - and if there is a chanter or other haster in the group the 45% song is not the one to play.
(In a raid, I play raid regen, raid resist, and 25% overhaste for the melees in my group - if I want to try a 4 twist, this might be the fourth.)
But if you have something that procs well, and you are not already 255 dex, talk to your friendly bard. That dex buff might well be what you need to hold aggro if you are a MT. Or it might allow you to plan on 4-6 procs per fight as opposed to one or two maybe - and that might be 10-15% of the mob's health, which becomes significant.
Now, especially if you have a slower and a snarer and someone to haste the group, the bard might be happy to put this song in the mix, as it will likely result in more DPS than, say, a poision dot.
