This spell is on random mobs in t4 VoA... if you engage a mob with this on. its best to just mez it and wait for it to wear off....

This is actually a buff cast by the Thel Ereth Ril mobs that walk around in Sepulcher of Order, Sepulcher West, and Sepulcher East.
