Silence stops you from starting a spell/proc/click. If you are in mid-cast and are silenced you will finish the cast and it will work. If you are a bard and have a song playing you will continue to play the song.
I play a bard and on silence mobs we asign songs and keep playing them without twisting. Play just one song and dont stop or you can not start a new one.

You cant buy this MB uses against people so you cant cast.
