TSS rk II spells are random drops in various zones
from what i have read, lower level spells (like this one) for TSS seem to be more common in the lower zones (direwind, valdeholm) versus the higher level spells dropping more frequently in the higher level zones (asehengate, frostcrypt)

A ranger in my guild won it today. Interestingly enough the scroll lists Spell Effects: as a blank space, it still has the pacify effect, but the scroll doesn't say what it does.

Did you ever find out where this dropped from your guildie?
I wasn't in the group when he won it. I was off in Plane of Hate helping a friend with 1.0
